Section 2: Core Requirements


2.3 The institution has a chief executive officer whose primary responsibility is to the institution and who is not the presiding officer of the board.

Narrative/Justification for Judgment of Compliance:
Christopher Newport University is in compliance with this core requirement. The Board of Visitors appoints the president, who is the chief executive officer of the institution. Item F. Operational Policy under 2. Policies of the Board of Visitors of Christopher Newport University states that the president, as the chief executive and academic officer, is responsible for the operation of the University in conformity with the purpose and policies determined by the board. The rector of the board (elected by the board from among its membership), not the president, is the presiding officer of the board.

Senator Paul S. Trible, Jr. became the President of the University in January 1996. Sen. Trible was appointed, in accordance with the by-laws, by the CNU Board of Visitors. The University President serves at the pleasure of the Board. The President is not a voting member of the Board.

Duties of the President are listed in Article IX of the Board of Visitors By-laws. The listed duties that define the President's relationship to the Board include:

1. Attend all meetings of the Board and have notice of and have the privilege of attending all meetings of its committees.

2. Be responsible for the operation of the University in conformity with the purposes and policies determined by the Board.

3. Act as advisor to the Board and have responsibility for recommending for its consideration those policies and programs which in the President's opinion will best promote the interests of the University.

4. Recommend long-range educational goals and programs and the new degrees which may be best suited to attain those goals and programs.

5. Recommend the election, compensation, promotion, and leaves of absence of faculty.

6. Submit at each June meeting an annual budget for the operation of the University for the following fiscal year, and prepare and submit to the Governor, after approval by the Board, a biennial budget request.

7. Promote the development of the endowment funds of the University, accept any gift or grant subject to the approval of the Governor as required, and report such gifts or grants to the Board.

8. Present by November 1 of each year the annual financial statements of the University to the Board of Visitors and to give the Board an update of University matters at each meeting of the Board.

9. Perform such other duties as may be required by the Board.
