Narrative/Justification for Judgment of Compliance:
Christopher Newport University is in compliance with this standard. The University's organizational structure is designed to effectively carry out University policy and administration. The Organization Chart is located in the Section XVI (University Administration) of the University Handbook. This section clearly outlines the duties and delineates the responsibilities of all administrative positions.

The President is responsible for the operation of the University, being the official channel of communication between the Board of Visitors and all University constituencies, and the final institutional authority on all matters of policies and procedures, subject to Board review.

The Chief of Staff represents the President to external and internal constituencies, and handles routine operations of the President's Office. The Chief of Staff is selected by and reports to the President. The Associate Vice President for Human Resources, Director of Intercollegiate Athletics, Director of Planning and Budget, Executive Vice President, Vice President for Student Services, and the Vice President for University Advancement report to the Chief of Staff.

The Director of Internal Audit is responsible to the Board of Visitors for ensuring that adequate internal controls are practiced in the financial and operational management of the institution. The Director is selected by and reports to the Board.

The Provost is responsible for and has delegated authority over all academic affairs of the University, including the academic management and organization of the institution, the development and approval of the University's curriculum, and the participation of the Faculty in matters of university governance. The Vice Provost, Associate Provost for Research and Graduate Studies, Academic Deans, University Librarian, Academic Advising Center, Equal Opportunity and Faculty Recruiting office, and the Office of International Initiatives and Fellowships report to the Provost. The Office of Institutional Research, Analysis and Reports reports to the Provost through the Vice Provost. The offices of Sponsored Programs, Assessment and Evaluation, and Graduate Studies report to the Provost through the Associate Provost. The Provost reports to the President.

The Executive Vice President is responsible for the overall financial management of the institution. Auxiliary Services, Comptroller, Information Technology Services, University Services, the University Architect, Grounds, Materials Management, and Plant Operations report to the Executive Vice President.

The Vice President for Student Services is responsible for the overall organization, administration and fiscal management of the Division of Student Services. The Vice President is responsible for all student services that affect the welfare of students outside the classroom. The offices of Admissions, Counseling, Coaching, and Consulting, Financial Aid, Student Life, Residential Life, University Police, and University Registrar report to the Vice President.

The Vice President of University Advancement is responsible for planning, organizing and administering the University's fund-raising activities and alumni relations. The Vice President is directly responsible for the cultivation of major donors, for the development of planned giving and for the University's capital fund drives and also serves as the Executive Director to the University's educational foundation.

Administrative titles, as depicted in the organizational chart in the Handbook, are accurate, descriptive, and appropriate. Changes to the organizational structure have resulted from the University's efforts to achieve its mission or respond to other needs. For example, to meet the strategic focus on “students first”, the President created a Vice President of Student Services position, formerly the Dean of Students, to ensure a voice at the senior management level and better manage expanded student services operations.  Likewise, the President established the position of Director of International Initiatives and Fellowships to expand global educational opportunities.
